This study aims to examine the content validity of a scholarship policy evaluation instrument developed for the Post of Universitas Negeri Jakarta. The instrument was designed to evaluate several essential aspects of scholarship management, including the selection process, academic performance of scholarship recipients, internal study factors, and external institutional support. This research employed a quantitative descriptive design with a content validity approach. The validation process involved three groups of validators, consisting of instrument experts, scholarship managers, and language experts. The data were collected using validation sheets and analyzed using Aiken’s V index to determine the level of agreement among validators regarding the relevance and feasibility of each item. The findings indicate that all 26 items in the instrument met the validity criteria. The average Aiken’s V score from instrument experts was 0.878, indicating a very high validity category. The average score from scholarship managers was 0.788, indicating a high validity category, while the average score from language experts was 0.983, indicating a very high validity category. These results show that the instrument is valid in terms of construct, practical relevance, and language clarity. Minor revisions are still needed to improve the operational wording of several items, especially those related to transparency, motivation, time management, timely graduation commitment, and administrative implementation. Therefore, the developed instrument is feasible to be used as an evaluation tool for supporting more accurate, measurable, and evidence-based scholarship policy management.References
