This study examines the development of community-based waste management, community participation, institutional collaboration, and sustainability constraints at TPS3R Pudak Mesari. A qualitative case-study design was used. Data were obtained through semi-structured interviews with a TPS3R manager, a service user, and a community leader, supported by field documentation. Data were analyzed through condensation, display, and conclusion drawing, with source triangulation. The facility has operated since 3 January 2023, serves 802 customers, and receives approximately 2,964 kg of waste per day. Its model combines household sorting, scheduled collection, composting, inorganic sorting, continuous education, and corrective enforcement. Sustainability is supported by village-budget financing, coordination with the Badung Environmental Agency, management-team cohesion, and resident participation. However, limited composting space, insufficient operational staff, modest worker welfare, and the need for additional vehicles constrain service expansion. The study concludes that community participation becomes durable when it is embedded in reliable services, institutional support, education, and transparent performance monitoring.References
