Perencanaan Pembangunan Daerah yang dilaksanakan di Daerah-Daerah di Indonesia sering dilakukan sebatas untuk memenuhi pertumbuhan pembangunan dalam upaya untuk mencapai target pertumbuhan ekonomi maupun untuk inemenuhi kebutuhan pengembangan suatu kawasan tertentu yang tidak dapat dihindari. Akan tetapi dengan pemahaman masyarakat yang berkembang terhadap pentingnya partisipasi masyarakat sangat diperlukan bagi penyelenggaraan perencanaan Pembangunan Daerah transparan, integratif, holistik, efektif, dan partisipatif agar terwujud pembangunan Daerah terukur, produktif, dan berkelanjutan.
