Analisis Implementasi Kebijakan Pendidikan Vokasi dalam Mendorong Pembangunan Ekonomi Berbasis SDM Unggul di Indonesia

Abstract


This study is motivated by the suboptimal implementation of vocational education policies in supporting human capital-based economic development in Indonesia. The study aims to analyze policy implementation, identify key challenges, and examine stakeholder roles through a literature review. A qualitative approach is employed using systematic literature synthesis. The findings reveal an implementation paradox, where policies are strong in design but weak in execution. Skill mismatch is identified as a systemic issue caused by the lack of alignment between education, industry, and policy frameworks. Limited institutional capacity and weak substantive collaboration further hinder policy effectiveness. Although vocational education has significant potential to drive economic development, its realization remains limited. Therefore, an ecosystem-based approach that integrates stakeholders systematically and focuses on outcomes is required.
